No Link Light when connected to T1

Got a weird problem. I have an Untangle box built on an IBM ThinkCentre MT-M 8086-25. The client has a T1 connection from their ISP, brought into a Cisco 1841 integrated services router, which at the moment passes a static IP to a SonicWall that they'd like to replace with Untangle. I can get link lights on both network interfaces on untangle when I connect to ANYTHING, except the Cisco. I have even tried installing different NICs (including an external USB NIC), and formatting/reinstalling Untangle, all to no avail. We contacted AT&T and had them configure the second port on the Cisco with a different IP address front he block of address assigned to this location in the hopes that maybe something weird was going on with the port. Still the same problem.

If it matters, the Untangle server is set in router mode because the Cisco is transparent and simply passes the outside IP to whatever is attached to the specified port.

The only other thing I can think of is to try building the Untangle with totally different hardware.
Wondering if anyone else has had a similar experience and can shed some light this situation.
