how to specify primary interface

I'm setting up WAN failover for the first time. I've got two WAN interfaces specified, and want one to be primary, and the other failover in the usual way. How to specify which is which? Right now, it seems to be choosing the correct one to be primary, but I expected something in the "Settings" to allow to specify which is the primary.
