Protochain rule isn't working

I create a rule for access the protochain: TCP/RTPM for a certain ip address like: 1.1.1.2 In the bandwidth App.
I have several rules that are running to limit the internet like the following:

De prioritize /TCP/HTTP/RTMP with the action limited more.
De prioritize /TCP/RTMP with the action limited more.

I need both rules running on the system(De prioritize).

Even when i specify the ip address to enable the protochain the rule that shows in the filter is the limit the access.

Can someone help me with this issue or another option to setup this rule so i can access the RTMP.
