Help prioritizing traffic from a specific IP address

Hello Forum,

Thanks in advance for reading.
I have a very basic application - that I believe Bandwidth Control is the correct product for, but I can't seem to make it work. We have an Elemental video encoder for broadcasting live streaming content from a church. We need to prioritize all traffic from this Encoder so that it has available to it the full upload bandwidth. I have created some rules in Bandwidth Control - but must not have done them correctly, Bandwidth Control's status still shows zeros on the rack, and no rules have been invoked.

Scenario:

Untangle 10.2.1
Single WAN connection, 50MBPS down, 5 MBPS up (Set to 43,500 / 4500 in QoS)
IP address of encoder: 192.168.3.21

My questions:

1) Is Bandwidth Control the correct product for this requirement?
2) I don't think I fully understand the source/destination component - as packet flow to me is both ways... Is Source the origination of the data? And for an encoder that is uploading real time video traffic, is a "source" rule the correct rule for this application?
3) If I'm going about this the wrong way, what would be the proper way to say, " IP address 192,168.3.21" is the consumer of both upload and download WAN bandwidth that gets priority over all other traffic? The HD live internet upload takes nearly half of the available upload bandwidth, and if it's not protected, we get glitches in the upload. We need lots more upload bandwidth, but we're waiting for a fiber ring to be dropped.
