Qos did'nt work when I set per user

Hi All.

Please help me. How to manage bandwith without Bandwith control?. I tried to used Qos, but it doesn't work.
I downloaded file used software downloader, it get full bandwith. :(
I tried to Bandwith Control free 14 day, it doesn't work too. :(
