Can't make port forwarding work with port 23 (telnet) I'm using untangle 9.4.1

Hello,

I read the wiki on port forwarding and .....
I have other port forwarding rules to ports 80 working just fine. But I cannot make a port forwarding rule to work with port 23.

In the Untangle box I get tcpdump activity on port 23 from the ip I'm connecting but when I try to telnet the wan ip of untangle to try the portforward I always get timeout. From the Untangle box I can telnet the internal ip address just fine.

Can someone tell me what I am doing wrong?
